Fully received his Bachelor of Science degree from Louisiana Tech University in 1959. After College, he served 6 years in the United States Air Force.
Fully spent 43 years in the food retail business and retired in 2003 from H.E.B. where he served 28 years, the last 19 years as Chief Financial Officer, then President.
Fully has received numerous honors including;

- Businessman of the Year (Jr. Achievement)
- Global Vision Award – University of the Incarnate Word
- Walter McAllister Award
- The Freeman Award
- Good Scout Award
- The Arthur O’Krent – Boysville
- Person of Vision Award – Prevent Blindness of Texas
- San Antonio Business Hall of Fame
Other recognitions have been given to him by Special Olympics, Juvenile Diabetes, Respite Care, Cancer Therapy and Research Center and United Way.
Fully is a member of Trinity Baptist Church.
He is past chairman of the trustees of the University of the Incarnate Word board and a founding member of the Haven For Hope board.
Fully has been married to his college sweetheart, Gloria, for 50 years and they have three sons, Jay, Scott and Chad and 5 beautiful grandchildren.
Fully was born in Louisiana but spent a big portion of his youth in Rockport, Texas, where he and Gloria have a home which they enjoy with family and friends.
