Carroll Schubert has served as Executive Vice-President and General Counsel of Professional Contract Services, Inc. (“PCSI”) since October of 2006.

Prior to joining PCSI, Carroll was Of Counsel to the law firm of Shelton & Valadez. P.C. His primary practice area is civil litigation, and he also worked in the regulatory and public affairs areas.

Carroll was a member of the San Antonio City Council from 2001-2005, and served as Chairman of the Council’s Military Affairs and Quality of Life Committees.

Prior to being in private practice, Carroll served as the publisher of Texas Lawyer. He was also the Chief Deputy District Attorney for Bexar County, Texas from 1983 to 1986. During his tenure in the District Attorney’s office, he served on the Board of Directors of the Texas District and County Attorneys Association.

From 1979-1982, Carroll was the Director of Government Affairs and Community Relations for Valero Energy Corporation, headquartered in San Antonio. In that position he was responsible for the company’s legislative activities in both the Texas Legislature and the United States Congress. He was also responsible for the charitable contributions budget and for coordinating employee involvement in many San Antonio community agencies.

From 1975 through 1978, Carroll was a member of the staff of U.S. Senator Lloyd Bentsen of Texas. He served on the campaign staff as well as being an Executive Assistant to Senator Bentsen in Washington, D.C. He was responsible for federal appointments and also served as Senator Bentsen’s Legislative Assistant for agricultural matters. From 1971-1972, Carroll served as Executive Assistant to Texas State Senator Wayne Connally, District 21.

Carroll served on the National Board of Directors for the YMCA of the USA for eight years, and was a member of the Executive Committee, Finance Committee and Audit Committee. He is a past Chairman of the YMCA of San Antonio and the Hill Country.

Currently, Carroll serves on the Boards of the Austin-San Antonio Intermunicipal Rail Authority and the Texas Wildlife Association. He recently completed terms of service on the Boards of the Greater San Antonio Chamber of Commerce and the Witte Museum.

Carroll graduated from Texas A&M University with a Bachelor of Science in 1969. In 1973, he graduated from the University of Texas at Austin School of Law with a Juris Doctor. He is admitted to practice in the State of Texas, the District of Columbia, the United States District Courts for the Northern and Western Districts of Texas, the Fifth United States Court of Appeals, and the United States Supreme Court.

Carroll was commissioned as a 2nd Lt. in the United States Army. After serving a number of years in the Ready Reserve, he was honorably discharged with the rank of Major.

Carroll and his wife Patty are the proud parents of Chris, Sean and Elizabeth. They are members of Alamo Heights United Methodist Church in San Antonio, Texas.
